BoE leaves policy on hold as British economy worsens

LONDON (Reuters) - The Bank of England left its monetary policy unchanged on Thursday, judging that its July decision to expand purchases of government bonds is enough stimulus for now despite the danger of a prolonged slump.

Since the BoE's Monetary Policy Committee met last month, official data has shown that Britain's economy is in a much deeper recession than previously thought, with little sign of an imminent rebound, putting pressure on the country's coalition government to do more to boost growth.

But after a two-day meeting that ended earlier on Thursday, the MPC made no change to its current program to buy 50 billion pounds of British government bonds, which will take its total purchases to 375 billion pounds by early November.

"They accept there's a speed limit on how quickly they can use an asset purchase program, so even if they are thinking of expanding it in due course, there's no point in ramping up the pace of purchase or the target now," said Societe Generale economist Brian Hilliard.

The central bank also left its interest rate unchanged at 0.5 percent, in line with a Reuters poll of economists, who overwhelmingly said they did not expect any change to interest rates or to the BoE's gilt purchases.

Sterling and British government bond prices were unchanged after the decision, as investors' attention shifts to Frankfurt, where European Central Bank President Mario Draghi is under pressure to deliver on his pledge last week to do whatever it takes to save the euro.

Most economists do expect the BoE to approve further government bond purchases, but only later this year, and they also think the BoE could possibly even cut interest rates further -- something it has steadfastly resisted since its last rate cut in March 2009.

At July's meeting, MPC members said they may reconsider a rate cut in a few months time once they have assessed the impact of a new BoE and finance ministry scheme to offer cheap credit to banks that lend to businesses and home-buyers.

This Funding for Lending Scheme was also a major reason why two MPC members, Ben Broadbent and Spencer Dale, opposed further gilt purchases in July, as they wanted to assess its impact before loosening policy further.

The BoE made no statement alongside its August policy decision, as usual when there is no change.

A much clearer insight into its outlook will come on August 8, when BoE Governor Mervyn King presents the central bank's quarterly forecast update.

"King will stress -- as he has for the past year -- the damage from the euro zone crisis and the impact of that on the growth and inflation forecasts," said SocGen's Hilliard.

Downward revisions are likely to both the growth and inflation forecasts. As well as weak growth, inflation has fallen much faster than the BoE predicted in May to hit a 2-1/2 year low of 2.4 percent in June, close to the central bank's 2 percent target.

Madagascar sets presidential vote for May 8

Madagascar will hold a much-delayed presidential election in May, a key step in ending a protracted crisis sparked by a coup in 2009, the electoral commission announced Wednesday.

The announcement comes just six days after high-stakes talks between ousted leader Marc Ravalomanana and the man who toppled him three years ago, Andry Rajoelina -- the first time the rivals had met one-on-one.

The talks failed to resolve the thorny issue of Ravalomanana's return from exile in South Africa, where he fled after Rajoelina ousted him in March 2009 with the army's support.

Mediators from the 15-nation Southern African Development Community, which has been working to find a way out of the crisis, had set a deadline of July 31 for the rivals to settle their differences so a timetable for elections could be unveiled.

The UN resident representative in the country, Fatma Samoura, said the unveiling of the electoral calendar was a "relief" and an "important milestone".

"We rely on the maturity and especially the commitment of all the protagonists to the crisis... to find a solution as soon as possible. I am very hopeful that... we are closer to the light (at the end) of the tunnel," said Samoura.

But electoral commission chief Beatrice Atallah warned the political climate and the need to find international funding could still derail the timeline.

"The implementation of the electoral calendar remains dependent on the ... adequate legal framework, material and financial resources and a conducive political environment," Atallah said.

The first round of voting is scheduled for May 8, 2013. A second round, if needed, will be held on July 3 -- the same day as legislative elections, Atallah said.

Local government elections will take place on October 23, 2013.

The UN had pushed the electoral commission to schedule the presidential vote for May or June, six months after the date originally proposed by the authorities. The electoral commission had initially suggested December, a rainy month in Madagascar.

General Siaka Sangare, an elections expert with the OIF, a grouping of French-speaking nations, said the voting calendars were still subject to change but served to inject momentum into the electoral process.

"It does not necessarily mean the dates are unalterable," said Sangare, adding the process depended on other factors such as funding, legal issues and the political environment.

African Union envoy Mourad Taiati said the process "will lead to elections that everyone wants", but added: "The only concern is to see that these elections take place in greater transparency and credibility."

Madagascar's main political factions signed an accord in September 2011 to draw up a roadmap to guide the Indian Ocean island to elections.

Reaching a deal on the conditions of Ravalomanana's return is seen as one of the key steps in efforts to lift the impoverished nation out of its dragging political crisis.

In 2010 Ravalomanana was sentenced in absentia to life in prison and hard labour for the murders of around 30 demonstrators killed by his presidential guard in the street protests that led to his overthrow.

The terms of a possible amnesty have long dogged negotiations.

He has twice tried to return to Madagascar, but officials there both times prevented him from entering the country.

Philly library features Colbert with Joyce, Sendak

PHILADELPHIA (AP) ? Talk show host Stephen Colbert's foray into children's books has landed him alongside some exalted literary company.

A playful new exhibit at the Rosenbach Museum & Library pairs priceless material by James Joyce and Maurice Sendak with, um, perhaps less valuable items used by Colbert to write "I Am A Pole (And So Can You!)."

Colbert's pens, beer bottles and lunch remnants are certainly not the usual fare for the Rosenbach, the Philadelphia institution that houses the only complete manuscript of Joyce's "Ulysses."

But museum officials say the display reinforces their mission to engage and inspire visitors with collections that include papers from Lewis Carroll, Bram Stoker and Miguel de Cervantes.

"If I can do that by having Stephen Colbert make a joke about 'Ulysses,' why not?" said Rosenbach director Derick Dreher.

The story began in January after Colbert, host of the satirical "Colbert Report" on Comedy Central, aired an interview with Sendak, best known as the author and illustrator of the children's book "Where the Wild Things Are."

Colbert brought along a draft of his own story about a metal pole searching for its identity. Should it be a totem pole? Ski pole? Pole vault? The epic journey ends with ? spoiler alert! ? the main character becoming a flag pole.

"The sad thing is, I like it," Sendak said with a laugh after hearing an excerpt.

That blurb is now featured on the book's cover. Sendak, however, died in May ? coincidentally, on the same day "I Am A Pole" was published.

Sometime after the interview, Dreher said, a producer for Colbert visited the Rosenbach, which is also the repository for more than 10,000 pieces of Sendak's work. A serendipitous encounter with a curator led to the idea for "Maurice Sendak and Stephen Colbert: Interviews, Objects ... and Poles!"

The exhibit, on view through Nov. 11, includes Colbert book drafts, sketches by illustrator Paul Hildebrand, two Bud Light Lime bottles, a crumpled paper bag, a turkey sandwich receipt and a rhyming dictionary.

It also contains drawings of poles made by Colbert and Sendak during their interview, as well as illustrated poles from Rosenbach copies of "Moby Dick" and "Don Quixote." And, of course, part of the "Ulysses" manuscript is featured.

While noting Joyce probably would not be happy to see his acclaimed novel in the company of "I Am A Pole," Dreher made some tongue-in-cheek observations of similarities between the two books: Both are odysseys of self-discovery, and each makes references to shaving.

Colbert could not be reached for comment for this story. But he highlighted his new connection to "Ulysses" in a July segment called "Who's Honoring Me Now."

"So congratulations, America, because now my manuscript ... is officially enshrined in its rightful place, side-by-side with the former greatest book of all time," Colbert quipped.

The next day, Dreher said, Colbert devotees descended on the Rosenbach, which is located in a pair of brick townhouses in the Rittenhouse Square neighborhood.

"It's been great fun for us," Dreher said. "Colbert has such rabid fans, and I mean that as a compliment."
